Create(progressId: string, type: string, configs: string): IProgress
Create the new ProgressItem instance and add it to the progressItemsMap
Parameters
- progressId: string
  ID of the Pattern that a new instance will be created.
- type: string
- configs: string
  Configurations for the Pattern in JSON format.
Returns IProgress
