Create(tabsContentItemId: string, configs: string): ITabsContentItem
Create the new TabsContentItem instance and add it to the tabsContentItem Map
Parameters
- tabsContentItemId: string
  ID of the Pattern that a new instance will be created.
- configs: string
  Configurations for the Pattern in JSON format.
Returns ITabsContentItem
