Create(touchEventsId: string, configs: string): IPattern
Create the new TouchEvents instance and add it to the TouchEventssMap
Parameters
- touchEventsId: string
  ID of the Pattern that a new instance will be created.
- configs: string
  Configurations for the Pattern in JSON format.
Returns IPattern
