Create(wizardId: string, configs: string): IWizard
Create the new Wizard instance and add it to the wizardMap
Parameters
- wizardId: string
  ID of the Pattern that a new instance will be created.
- configs: string
  Configurations for the Pattern in JSON format.
Returns IWizard
