Create(animatedLabelId: string, configs: string): IAnimatedLabel
Create the new AnimatedLabel instance and add it to the animatedLabelsMap
Parameters
- animatedLabelId: string
  ID of the Pattern that a new instance will be created.
- configs: string
  Configurations for the Pattern in JSON format.
Returns IAnimatedLabel
