Function Create

Create(monthPickerId: string, configs: string, provider: string): IMonthPicker
Create the new MonthPickerItem instance and add it to the monthPickerItemsMap
Parameters
- monthPickerId: string
  ID of the Pattern that a new instance will be created.
- configs: string
  Configurations for the Pattern in JSON format.
- provider: string
  Set which provider should be used to create the monthPicker instance.
Returns IMonthPicker
