Function Create

Create(timePickerId: string, configs: string, provider: string): ITimePicker
Create the new TimePickerItem instance and add it to the timePickerItemsMap
Parameters
- timePickerId: string
  ID of the Pattern that a new instance will be created.
- configs: string
  Configurations for the Pattern in JSON format.
- provider: string
  Set which provider should be used to create the calendar instance.
Returns ITimePicker
